This is to inform all concerned stakeholders that the Food and Drug Administration (FDA) is now accepting and processing applications for User Account and FDA Certification (Product Batch Declaration Certificate) for vapor product and heated tobacco product (HTP) establishments through the FDA ePortal System. You may now access the User Account application form through the link bit.ly/ePortal2, and the FDA Certificate application form through the link eportal2.fda.gov.ph. Please be reminded that a User Account credential is needed to access the FDA ePortal System.

The issuance of FDA Certifications, for the sole purpose of excise tax collection under the Bureau of Internal Revenue (BIR), is in accordance with the FDA Circular No. 2021-010, titled “Issuance of FDA Certifications for Vapor Products and Heated Tobacco Products”, issued as per provisions stated under BIR Revenue Regulations No. 7-2021. The said FDA Circular has been published on The Manila Times newspaper on 15 June 2021.
