In the interest of service, the Center for Cosmetics and Household/Urban Hazardous Substances Regulation and Research (CCHUHSRR) informs all concerned stakeholders that the FDA Circular No. 2021-016, otherwise known “Licensing Guidelines for Vapor Product and Heated Tobacco Product Establishments under the CCHUHSRR”, has been published last 11 August 2021 on The Manila Times newspaper and shall take effect on 26 August 2021.

Following this effectivity, the CCHUHSRR shall start accepting and processing of all License to Operate (LTO) applications, including submissions for pre-assessment received prior to the effectivity of the said Circular. Please take note that application for the LTO is voluntary following the 18-month transitory period as prescribed in the implementing rules and regulation of Republic Act Nos. 11346 and 11467. Mandatory requirement of the LTO shall be effective upon full enforcement of the said Circular on 24 May 2022.
