The Food and Drug Administration (FDA) – Philippines hereby advises all concerned stakeholders, government agencies, and the general public that this office shall mandate and require a License to Operate (LTO) to all Vapor Product (VP) and Heated Tobacco Product (HTP) Establishments.
In accordance with Republic Act Nos. 11346 and 11467 and its Implementing Rules and Regulations, all concerned establishments shall have a License to Operate prior to manufacture, trading, distribution, importation, wholesaling, and retailing of VPs and HTPs starting 25 May 2022. Taking into consideration the following:
1. Selling or distributing VPs and HTPs in school, public playground, youth hostels, recreational facilities for minors, areas frequented by minors, or within 100 meters from any point of the perimeter of these places is prohibited.
2. All other conditions as stated in Executive Order No. 106 and other related laws and issuances.
