The Food and Drug Administration (FDA), through the Center for Cosmetics and Household/ Urban Hazardous Substances Regulation and Research (CCHUHSRR), provides regulatory services, including, the issuance of Certificate of Product registration on household/ urban pesticide (HUP) under Administrative Order (AO) No. 2019-0008, entitled “New Rules and Regulations in the Registration of Household Pesticide Products and Their Active Ingredients”.

Whereas, the said service is classified as a highly technical application under Republic Act No. 11032, entitled “An Act Promoting Ease of Doing Business and Efficient Delivery of Government Services, Amending for The Purpose Republic Act No. 9485, Otherwise Known as The Anti-Red Tape Act Of 2007, And for Other Purposes”, market authorization applicants are hereby reminded of the following items in relation to the processing time of such service:

1. As a highly technical application, the prescribed processing time is set at twenty (20) working days upon receipt of a paid application.
2. The maximum time prescribed in item no. 1 above may be extended once for the same number of days. Prior to the lapse of the processing time, CCHUHSRR shall notify the applicant or requesting party through the e-mail specified in the application of the reason for the extension and final date of release of the decision. The applicant shall have a period of three (3) calendar days within which to acknowledge the notice otherwise it is deemed received.

Further, market authorization applicants and other HUP stakeholders are advised to peruse the FDA Citizen’s Charter[1] uploaded in the FDA website for further details on the application process.
