To All Concerned Stakeholders:
This refers to GACC-China’s Decree 248 on the Regulations of the People’s Republic of China on the Registration and Administration of Overseas Manufacturers of Imported Food.
Manufacturers, processors, and storage facilities of foods within the 14 categories listed in Article 7 of the Regulation who want to export to China shall be endorsed by the competent authority by 31 December 2021. In which case, the FDA is the competent authority for prepackaged processed food products. For the application of these companies the following documents are required to be submitted by email to: [email protected], with cc to: [email protected], on or before 24 December 2021:
- Valid LTO
- Valid CPR
- Accomplished Annex 2
Whereas in Article 9 of the Decree, overseas manufacturers of foods other than those listed in the 14 categories shall, by themselves or by agents, file applications for registration with the GACC via their website. You may seek assistance from your respective agents or importers to accomplish the registration through the website.

Upon receipt of your request for endorsement to GACC and verification of requirements submitted to FDA, your company will be included in the list of exporters to be endorsed to the GACC. Your company will be contacted by the GACC for any update, verification, or instruction on the next steps. Thus, there is no need to make a follow-up and request for the status of your GACC registration.
