The Food and Drug Administration (FDA) would like to inform all concerned stakeholders that the requirement for a license to operate (LTO) for vapor product and heated tobacco product establishments engaged in the manufacture, distribution, importation, exportation, sale, and offering for sale shall be enforced starting 25 May 2022 pursuant to FDA Circular No. 2021-016, otherwise known “Licensing Guidelines for Vapor Product and Heated Tobacco Product Establishments under the CCHUHSRR”.
All vapor product and heated tobacco product establishments can apply for the appropriate LTO through the FDA ePortal v.2 found in the FDA website. For guidance and information on the LTO application process, you may access the following links below:
